October 7th, 2024 Regular Meeting Minutes
The White City Council held its regular monthly meeting on Monday, October 7, 2024, at 7:00PM at the McKnight Community Center. Mayor Gladis called the meeting to order at 7:00PM. Roll call was taken, council members present were Cutler, Haines, Sunderland, Lagerstrom, and Wright; Alderman Schwartz was absent. Don Weigel representing Banner Engineering was the evening’s guest. All motions are unanimous unless otherwise noted.
Mayor Gladis began the meeting with the Pledge of Allegiance, followed by roll call.
Motion by Wright, seconded by Cutler to approve the agenda.
Motion by Wright, seconded by Cutler to approve the minutes from the September 24, 2024, special meeting.

The Floor was opened for Public Comment. The Community Club’s Festival of Trees is planned for this winter. Initial set-up will be opened on November 29th and the Festival will be open to the public at times to be negotiated with the Community Club from December 1, 2024 to January 4, 2025.
Mayor Gladis introduced Don Weigel from Banner Engineering who is the project engineer for the current work occurring in town. He provided a brief summary of work currently occurring. Paving can be expected later this week, and during that point in time we can expect to see a large amount of truck traffic hauling in the new asphalt for the streets. After the streets are paved, the contractor will be focusing on relaying “black dirt” for landscaping and fixing any remaining issues with driveways and sidewalks with work (weather permitting) substantially completed in the middle of October. Discussion was had on protecting the new streets. Mayor Gladis noted that City Ordinances currently define a truck route through town being on Hooker Avenue and Main Street, with the option to prohibit trucks on side-streets if they are properly signed. Mr. Gladis will look into procuring signs so that these rules can be posted and enforced.
Mr. Weigel continued to state that the City’s application to get onto the State Water Plan was submitted last week and the next step is to prepare the formal application for funding, which is due on January 1, 2025. Within this application, there is necessity to update the City’s 2020 Facility Plans to include the new work which the City has completed so far, and to coordinate with the First District of Local Governments on assuring that all the required documents and plans are included for acceptance with the State. Banner Engineering’s goal is to have this application completed for the December 2024 meeting for review by the City Council. If approved by the Council and the State, it is the City and Banner’s intent to perform surveying and planning for Phase 2.0 of this project during the 2025 Construction season with work occurring in 2026-2027. After refining discussion, Alderman Lagerstrom made the motion, seconded by Alderman Cutler to approve Banner’s proposal of no more than $6750 to prepare the plans for submittal and review in December.
Discussion then moved to the current project and the prime contractor’s current payment application. Prunty Construction submitted a bill for $502,584.92 to cover the work done application for the month of September 2024, which brings the value of work completed to $1,062,934.35 or approximately 31% of the total project bid value. Alderman Lagerstrom made the motion, seconded by Alderman Wright to approve the application and to forward it for processing and payment from our project funds.
Finally, discussion was had on the upcoming construction season which will focus on phase 1.3 (Main Street) and 1.4 (5th Street). Banner Engineering was asked to work with the contractor on assuring that work would consider the school schedule in terms of starting and completion so that interference to the main source of traffic in town would be kept to a minimum. Additionally, Banner was tasked with planning a way to assure that traffic to the Main Street businesses was allowed as much as possible. Mr. Weigel noted that this would be possible at times – though what that looks like and how restrictive the flow of traffic would be was largely a function of what was necessary to access the utilities under the street.
Completed with the main business of the evening, the Maintenance Report was given by Superintendent Chad Landmark. His main focus now is working on preparations for the upcoming winter season. He has flushed out all the hydrants in town and is now inspecting them to assure that they are draining out properly. He noted that he has secured the old fire hall so that it would not need to be heated this winter. A brief discussion was had on the status of the bathroom adjacent to the maintenance area, and he has a plan to keep it heated so that it remains serviceable. He recently removed the “privacy fences” by the main city park bathroom as local children were using it to gain access to the building’s roof, thus creating a safety concern. He will see about getting something to assure the doors stay closed on the bathroom building to prevent debris from blowing in. He also noted that he had several electrical pedestal covers to replace those in town which had been damaged. As the weather allows, he will work on getting the last of the potholes filled in. Finally, he noted that the City’s main lawnmower was at Roelofsen’s in Toronto to address an engine problem – he wasn’t sure about the status of it as Roelofsen’s was trying to work with the manufacturer on the warranty for the machine.
The next meeting date was set for Monday, November 4th, 2024 at 7:00PM for a regular monthly meeting.
With no further business, motion was made by Sunderland and seconded by Wright to adjourn at 7:49PM.
