January 10th, 2024 Regular Meeting Minutes

The White City Council held a regular meeting on Wednesday, January 10, 2024, at 7:00 pm at the McKnight Community Center. Mayor Gladis called the meeting to order at 7:00 pm. Roll call was taken, council members present were Cutler, Schwartz, Sunderland, Lagerstrom, Haines and Wright. Others present were Chad Landmark, Jacquelyn Schultz, and Charlotte Mickelson. All motions were unanimous unless otherwise noted.

Mayor Gladis began the meeting with the Pledge of Allegiance, followed by roll call.

Motion by Wright, seconded by Haines to amend the agenda, adding executive session after item 7.

Motion by Wright, seconded by Sunderland to approve the agenda.

Motion by Cutler, seconded by Wright to approve the minutes from the December 27th, 2023, meeting.

Public Comments: Mickelson reminded council for the need to add concrete or signage to the side door of McKnight Hall. She was advised the city is working with a concrete contractor to fix the issue in the spring, along with replacing the museum sidewalk.

Mayor Gladis informed council an address needed to be assigned for parcel 372750-100, currently owned by Schwartz Manure Hauling and Septic Service Inc. The Brookings County GIS Office advised an address of 306 West 2nd St would be most appropriate.

Motion by Sunderland, second by Wright to approve the address of 306 West 2nd St White, SD 57276 for parcel 372750-100.

 

Motion by Wright second by Sunderland to enter executive session for personnel matters. Executive session began at 7:12 pm and concluded at 7:41 pm.

Rachel Byers submitted her letter of resignation to resign from the Finance Officer position effective January 10, 2024.

Motion by Sunderland, second by Wright, to accept the letter of resignation.

The posting for the Finance Officer position was discussed.

Motion by Wright, second by Cutler to approve to open the Finance Officer position.

Finance Report by Byers informed the council that she had reconciled the bank account through December.

Maintenance Report by Landmark- Found 2 water leaks with plowing. One on Hooker was fixed. One on 5th St appeared to be a main line and would be fixed on 1/11/2024.

Motion to adjourn by Sunderland, second by Schwartz to adjourn at 7:50 pm.

The February 2024 regular meeting was set for Monday February 5, 2024, at 7:00 pm.
