     The White City Council held its regular meeting on Monday, February 4, 2019 at 7:00 pm.  Mayor Write led the Pledge of Allegiance.  Roll call was taken, council members present were Tammy Byers, Dave Cutler, Chris Wilts, Wayne Kelm and Scott Gladis, Deb Hopfinger absent.   Also present, was Mayor Terry Wright, Maintenance Supervisor Dan DeYoung and Finance Officer Mary Raine.  Other people in attendance were Julie Westberg, Mary Nusbush, Cierra Murphy and Todd Kays.

 

 All motions were unanimous unless otherwise noted.  Councilperson Motion by Byers seconded by Cutler to approver minutes from the last meeting.  Deb Hopfinger joined the meeting at 7:03 pm.  Motion by Byers, seconded by Gladis to approve the following bills as present:  Heartland Power, $31,164.38 Dec Power; US Post Office-White $100.00, stamps; East River Power, $4,095.41 Dec power;

HydroKlean $21,185.79, clean and inspect sewer system; Optilegra $46.62, vision insurance; SD One Call $1.05, locates; Tammy Byers $26.05, hall supplies; Brkgs Cty Sheriff $1,595.65, monthly law enforcement; Anderson Oil, Inc $940.50, gas, diesel & heating fuel; Midwest Pest Control $85.00, rodent control; Appeara $45.54 towels, rags & mops; Mary Raine $250.00 HRA; Dan DeYoung $198.00 HRA; Dan DeYoung $624.00, HRA; AT&T Mobility $57.17, cell phone; AFLAC $131.82, insurance; Anderson Oil, Inc $230.01, dyed diesel; Anderson Oil, Inc $94.55 vehicle gas; Banyon Data Systems, Inc $2690.00 , water meter software; SDATT $311.25, yearly dues; SD Dept of Health $15.00, testing; DMI $167.06, repairs;

 Public comments, Julie Westberg pointed out in the minutes from the prior meeting that Cutler seconded the motion on liquor agreement with the WCC, this will make that correction.

 Todd Kays from First District of Local Governments met with the council to go over emergency plans and also gave direction on planning for a new firehall.

 Motion by Gladis to approve disconnects for utilities, seconded by Kelm.  Next Regular meeting will be Monday, March 4, 2019 at the McKnight Hall at 7:00 pm.  Motion by Hopfinger to go into executive session -Pursuant to SDCL 1-25-2 (1,3,4 and/or 5) at 8:37 pm.  Council came out of executive session at 10:04 pm.

 Motion by Kelm to cap employee carryover of PTO at 240 anytime during the year, seconded by Gladis. 

 Motion by Kelm to adjourn at 10:06 pm, seconded by Hopfinger.
