October 4, 2021 White City Council Regular Meeting Minutes

The White City Council held a regular meeting on Monday, October 4, 2021 at 7:00 pm at the McKnight Community Center. Mayor Gladis called the meeting to order at 7:00 pm. Roll call was taken, council members present were: Cutler, Schwartz, Kelm, Sunderland and Lagerstrom. Council members absent: Cassels. Others present were Aryn Looyenga, Arlene Madsen, Mary Ellen Berkner and Nicole Klein. All motions were unanimous unless otherwise noted.

Mayor Gladis began the meeting with the Pledge of Allegiance, followed by roll call.

Motion by Lagerstrom, seconded by Sunderland to approve the agenda.

Motion by Cutler, seconded by Kelm to approve the minutes from the September 16, 2021 special meeting.

Public Comments: Councilman Lagerstrom presented that a Lego Building Contest will be held on Saturday, November 13th, 2021 at the McKnight Community Center from 1-4 pm.

The White Community Club presented to the council their plans for Santa Day on December 4th, 2021. First Bank and Trust will sponsor the sleigh rides, as well as the Legion will serve pancakes as part of Pancakes with Santa. The festival of trees will be set up inside the hall for all to observe, and there will be a vender show inside for all to take part in.

The Community Club also presented to the council the option for a new bar. The plan is to get a new liquor cabinet to better secure supplies and it wouldn’t take up any more space than it does now. The Community Club would cover the expense of the new bar but asked the city for some new lighting above the bar, and to move some electric wiring around to have more/better placed outlets. The council asked for an official drawing of the space before they can vote on it.

The school and city library are a shared library among the community, and because it represents the Deubrook school system, there needs to be a representative from each town. Mayor Gladis appointed councilman Matt Lagerstrom as the city representative and a member from the community as the community representative.

The fire hall land purchase was approved as the White’s city attorney drew up a purchase agreement between the city and the owners of the lot on Main St. The owners agreed to sell 1 of the 3 currents lots for the fire hall of $15,000.

Motion by Lagerstrom, seconded by Schwartz to approve the purchase agreement for the fire hall.

The building pad for the fire hall was approved. Mayor Gladis spoke with contractors to bring in clay to set this fall. He also talked about prep work being done such as, removal of trees at a price of $1,000. The contractors would peel the gravel, lay the clay, and place the gravel back on top.

Motion by Lagerstrom, seconded by Kelm to move forward with the building of the fire hall.

Payment for Dawn Murphy was discussed. The council decided a need for a bill was needed for her help with the city before the next meeting.

Finance report by Byers included giving the council a price sheet from Aflac insurance before moving forward with a decision.

No maintenance report.
