Regular Meeting
April 5, 2021
The White City Council held a regular meeting on Monday, April 5, 2021 at 7:00 pm at the McKnight Community Center. Mayor Scott Gladis called the meeting to order at 7:00 pm. Roll call as taken, council members present were; Cutler, Wilts, Kelm, Sunderland, Lagerstrom, and Cassels. Other’s present were Joanne Murphy, Jennifer Olson with the Pioneer Days committee, Charlotte Mickelson, Chad Landmark, and Arlene Madsen. All motions were unanimous unless otherwise noted.
Mayor Gladis began the meeting with the Pledge of Allegiance, followed by roll call.
Motion by Wilts, seconded by Kelm to approve the agenda.
Motion by Sunderland, seconded by Lagerstrom to approve the March 18th special minutes as presented.

Public Comments: Joanne Murphy of the Historic Museum Committee wanted the council to know they were having their annual historic museum meeting on April 13th, at 7:00 pm. They also wanted the council to consider having them in the city budget.
Jennifer Olson president of the Pioneer Days committee noted that they had their first meeting a few weeks ago and they are in the early phases of planning. Pioneer Days will be held on the weekend of July 16th-18th. The theme is “Together We Stand”.
The council decided that if anyone would like to run the rummage sale in White, they would have to pick a date, and let the finance office know.
City Wide Clean-Up will be between May 1st-May 9th. The council decided that we will have 2 dumpsters at the SE corner of 5th St. and Railroad Ave. and items can be brought to that cite, instead of being put on the curb.
Mayor Gladis noted that Jesse Ronning is no longer the City Attorney. Gladis mentioned that Anthony Teesdale from Ribstein and Hogan Law Firm and Jared Gass the Deuel County States Attorney were interested in being the new city attorney.
Motion by Wilts, seconded by Lagerstrom to appoint Jared Gass as the new City Attorney. On roll call: Cutler, Yes; Wilts, Yes; Kelm, Yes; Lagerstrom, Yes; Cassels, Yes; Sunderland, No. Motion passed.
Sunderland mentioned putting the following items up for surplus auction:
2 metal file cabinets, 80 street signs, street lights, 5.5 HP Briggs and Stratton motor, 3-point J.D mower 6’, pipe roder, sewer snake, 3 steel drums, 3-point blade, 4’x4’ tote, 32” weed entry door, 2 smoke master electric air cleaners, and 6 28” interior doors with hardware.
Motion by Kelm, seconded by Wilts to auction the items listed above.
Chad Landmark will be replacing the street lights with new LED bulbs in the up coming months.
Byers noted there was nothing to report for the finance report.
Maintenance report by Landmark. Chad mentioned that he had been filling pot holes, and had added gravel to alley ways. He has been taking exams for training. He also mentioned that there was a fire hydrant that needs to be fixed and he is working on that.
Motion by Sunderland, seconded by Kelm to move into executive session (*Pursuant to SDCL 1-25-(1,2,3,4 and/or 5) at 7:52 pm. Council came out of executive session at 8:00 pm.
Motion be Kelm, seconded by Sunderland to adjourn. Meeting adjourned at 8:01 pm.
