June 7, 2021 - White City Council Regular Meeting Minutes
The White City Council held a regular meeting on Monday, June 7, 2021 at 7:00 pm at the McKnight Community Center. Mayor Gladis called the meeting to order at 7:00 pm. Roll call was taken, council members present were: Cutler, Schwartz, Kelm, Sunderland and Lagerstrom. Other’s present were Jennifer Olson of the Pioneer Days Committee, Arlene Madsen, Charlotte Mickelson, Jacqueline Schulz, City Attorney Jared Gass and Aryn Looyenga with the Volga Tribune. All motions were unanimous unless otherwise noted.
Mayor Gladis began the meeting with the Pledge of Allegiance, followed by roll call.
Motion by Lagerstrom, seconded by Kelm to approve the agenda.
Motion by Kelm, seconded by Sunderland to approve the updated minutes from May 3rd, 2021.

Public Comments. Charlotte Mickelson liked the idea of having the dumpers for city wide clean up, but suggested that they be on the other side of the property so it is easy for the trucks to get to them. She also mentioned that on the corner of 5th St. and Railroad, at the 3-way intersection, some people aren’t stopping at the stop sign. She wanted to know if that was going to be enforced.
Jacqueline Schulz asked if the city had any ordinance in place regarding animals. She was attacked and was taken to the hospital. She ended up getting 12 staples in her leg. Mayor Gladis noted that we do have ordinances in place for animals and he would look into it.
Jennifer Olson of the Pioneer Days Committee wanted confirmation from the council if it was ok for them to use the bathrooms in the McKnight Hall along with the porta potties on Friday and Saturday night of Pioneer Days. The committee was ok with the bathrooms being opened those nights.
She also wanted the council members to serve the pork loin feed Thursday night of Pioneer Days in the Arthur Graslie Park. The council agreed to serve Thursday night.
Olson also noted that she asked around for paint on the road and was told that if she thinned the paint, it wouldn’t last on the road as long. The council suggested that she try using aglime instead of the paint, so it doesn’t stay on the road for a long time.
In the May meeting the council decided the open container permit would go from Main St. to Arthur Graslie Park. Last night Olson asked the council if they could extend the open container from 2nd street to Leftys as well. Her reasoning being Tess Emmett serves breakfast after the dance is over, and everyone would be able to walk from Leftys to Emmett’s while still being able to have a beverage. Lagerstrom suggested that they could have the open container on 2nd St. but only if they had very clear, obvious signs at night time indicating that there would be people crossing the road.
Motion by Lagerstrom, seconded by Kelm to approve the aglime on the streets and to make very obvious street marking signs on 2nd St. Cutler: Yes; Schwartz: Yes; Kelm: Yes; Sunderland: No; Lagerstrom: Yes. Motion Passed.
Sunderland talked with Chad as they discussed doing a few updates to the park. They talked about taking out the lot grills, and keep and fix up at least 1 or 2 horseshoe pits but get rid of the rest of them. Sunderland also suggested putting in bases for a kickball field on the South/East side of the park for kids to play on. Cutler suggested using rubber and making them flush with the ground so they are easy to mow over. Sunderland suggested to buy a couple kickballs and basketballs to leave at the park so kids can play with them and don’t have to bring their own.
Sunderland mentioned that Chad Landmark had replaced the bolts on the swings, and talked about getting new baby swings.
Sunderland talked about taking out the bushes on the west side of the park as they are getting too big and take up space. Mayor Gladis suggested to wait until the fall to take those out, so it’s not a mess for the summer.
Sunderland noted that there needs to be more lighting in the park as well. Mayor Gladis mentioned that Chad replaced the fixture, but it still didn’t work. Chad is working on that. Sunderland talked about updating the picnic tables as well, as many of them need maintenance. Mayor Gladis talked to the Hutterite Colony and they said they could make some steel picnic tables, but he hasn’t gotten a quote from them yet.
Councilman Sunderland expressed to the council that there were no speed limit signs around the park. There is one on the east end of town coming into town, but that is it. Sunderland suggested reducing the speed limit on all roads bordering the park to 15mph.
Motion by Sunderland, seconded by Cutler to reduce the speed limit around the Arthur Graslie Park to 15mph. Cutler: Yes; Schwartz: No; Kelm: Yes; Sunderland: Yes; Lagerstrom: No. Motion passed.
Mayor Gladis and councilman Sunderland found a 2005 GMC 1500 with 85,000 miles on it at Star Motors in Brookings, SD for Chads new work pickup. They were asking $14,900 for the pickup and gave the city $9,000 on trade for the city van. The city paid $5,000 for the pickup after trade.
Motion by Sunderland, seconded by Kelm to approve the purchase of the pickup.
Finance report by Byers included notifying the council that she will be gone for Finance Officers School June 9th-11th. Letting the council know that the Elected Officials training is July 14th in Pierre and Budget training is July 7th in Sioux falls if any of them wanted to go.
Cutler asked how the online auction went. Byers noted that the 3-point blade sold for $76.00, the 3-point mower sold for $203.50 and the Briggs and Stratton motor sold for $42.00.
Maintenance report given by Mayor Gladis included telling the council that Chad has been busy doing hydrant flushing, curb stops and water shut offs.
Motion by Sunderland, seconded by Cutler to move into executive session (*Pursuant to SDCL 1-25-(1,2,3,4 and/or 5) at 8:13 pm. Council came out of executive session at 8:44 pm.
Motion by Lagerstrom, seconded by Kelm to settle pending litigation according to the terms discussed in executive session.
Motion by Sunderland, seconded by Kelm to adjourn. Meeting adjourned at 8:51 pm.
