December 6, 2021 White City Council Regular Meeting Minutes

The White City Council held a regular meeting on Monday, December 6, 2021 at 7:00 pm at the McKnight Community Center. Mayor Gladis called the meeting to order at 7:00 pm. Roll call was taken, council members present were Cutler, Schwartz, Kelm, Sunderland and Lagerstrom. Council members absent: Cassels. Others present were Kathy McKinney, Charlotte Mickelson, Aryn Looyenga, Nate and Stephanie Thelen, Mary Nosbush. All motions unanimous unless otherwise noted.

Mayor Gladis began the meeting with the Pledge of Allegiance, followed by roll call.

Motion by Lagerstrom, seconded by Kelm to approve the agenda.

Motion by Lagerstrom, seconded by Cutler to approve the minutes from the November 15, 2021 meeting.

Public Comments: Charlotte Mickelson told the council that Santa Day was very successful. Councilman Lagerstrom added that he thought there were about 180 people that came through for breakfast. The Deubrook Library will be having their holiday open house Tuesday, December 7, with cookies and snacks offered prior to the concert for people to stop in and say hello.

Leftys Sports Pub is recently expanding and putting in a new power service to be able to service more bar like food. This requires a new line for a more powerful panel to get power to the kitchen addition. The city council decided to split and to divide the price of the wire boring costs over a span of six months added onto their utility bill.

Motion by Sunderland, seconded by Kelm to pay half of the bill of $918 over a six month period.

Aflac agent Mary Nosbush spoke with the council about coverage for full time employees and councilmembers. She offered coverages such as dental, cancer, short-term disabilities, heart, and accident policies, as well as life insurance to full time employees. Once the policies are set up, the council will then decide if the City will pay a certain amount towards the policies.

Motion by Lagerstrom, seconded be Sunderland to sign up for Aflac policies for the employees and councilpersons.

Mayor Gladis to appoint Kelm as the supervisor of the finance office. Mayor Gladis to appoint Sunderland as the supervisor of the maintenance department.

Mayor Gladis to appoint Ribstein and Hogan Law Firm as the new City Attorney for 2022, as the current city attorney will be stepping down at the end of December.

Motion by Sunderland, seconded by Kelm to hire Ribstein and Hogan law as the new City Attorney.

Motion by Sunderland, seconded by Lagerstrom to appoint to the Tri-City Star as the City newspaper.

Finance report by Byers, presented the council with a map of potential voting changes. The changes come after a survey that is done by 1st District every 10 years. The proposal moves one block from Ward 2 to Ward 3. The discussion is tabled to the next meeting.

Maintenance report. Chad Landmark has been helping Leftys Sports Pub with the boring of the new wire, looking into the hot water issue at the McKnight hall and working on getting a new battery for the speed limit signs. As an inside project for the winter, he is looking into painting the inside of the shop.

Motion by Kelm, seconded by Sunderland to move into executive session (*Pursuant to SDCL 1-25-(1,2,3,4 and/or 5) at 7:52 pm. Council came out of executive session at 9:12 pm.
