November 1, 2021 White City Council Regular Meeting Minutes

The White City Council held a regular meeting on Monday, November 1, 2021, at 7:00 pm at the McKnight Community Center. Mayor Gladis called the meeting to order at 7:00 pm. Roll call was taken, council members present were Cutler, Schwartz, Kelm, Sunderland and Lagerstrom. Council members absent: Cassels. Others present were Aryn Looyenga, Arlene Madsen, Charlotte Mickelson, Jacqueline Schultz, and Chad Landmark. All Motions were unanimous unless otherwise noted.

Mayor Gladis began the meeting with the Pledge of Allegiance, followed by roll call.

Motion by Cutler, seconded by Lagerstrom to approve the agenda.

Motion by Lagerstrom, seconded by Kelm to approve the minutes from the October 4, 2021, meeting.

Public Comments: Charlotte Mickelson encouraged the council to go and look at the museum as they had hired a painter. They had hired a painter from Hendricks, MN. The council was reminded of Santa Day on December 4th, with vendors, sleigh rides and photos with Santa. December 1st is the day to decorate for the festival of trees as well. The Lego Building Contest will be November 13th, held by the Legion for kids 15 and under.

Finance officer Byers had talked with First District about hiring a bond counsel for the water/wastewater project. They had sent over a recommendation for a company from Sioux Falls. Bond transcripts and resolutions are required during the process of the water/wastewater project, which would be the reason for hiring a bond counsel. The cost of the bond counsel would be included in the price of the project. The council plans to hire a bond counsel next meeting.

Byers also sent a draft of the water/wastewater application to First District and told the council that the application process was about 90% finished. The deadline for the application is January 1, 2022 and will be submitted before then.

Maintenance report given by Chad Landmark noted that he has been shutting down buildings and checking fire hydrants. One hydrant in particular will need to be replaced and that will be marked or covered.

Motion by Kelm, seconded by Sunderland to adjourn at 7:17pm.
