March 1, 2021 White City Council Regular Meeting Minutes

 

The White City Council held a regular meeting on Monday, March 1, 2021 at 7:00 pm at the McKnight Community Center. Mayor Scott Gladis called the meeting to order at 7:01 pm. Roll call was taken, council member present were; Cutler, Wilts, Kelm, Sunderland, and Lagerstrom. Other’s present were Arlene Madsen from the White Community Club, Gracie Nelson from RFD News Group, Charlotte Mickelson, and Chad Landmark. All motions were unanimous unless otherwise noted.

Mayor Gladis began the meeting with the Pledge of Allegiance, followed by Roll Call.

Motion by Lagerstrom, seconded by Kelm to approve the agenda.

Motion by Lagerstrom, seconded by Sunderland to approve the February 1st minutes as presented.

Public Comments: Arlene Madsen wanted to know if the council had a reason for the why the taxes on property had gone up. The finance officer mentioned that if anyone wanted to

bring up their concerns about their property taxes to the council, they could come to the equalization meeting on March 18th, at 5:30 pm.

Madsen also asked about the status of the new fire hall. Mayor Gladis mentioned there were no updates to be given.

Matt Lagerstrom mentioned that the American Legion have not been able to have their annual pancake feed because of COVID-19. They are confident that if they use the Main Hall, they will be able to social distance. The next pancake feed is set for Sunday, April 18th, which is the 3rd Sunday of the month.

Mayor Gladis talked about raising the deductible on all city building from $500 to $2500. By increasing the deductible, it saves the City approximately $1,190.49. Also wanting approval to increase the contents from $150,000 to $380,000 for the fire department.

Motion by Sunderland, seconded by Kelm to approve the increase of deductible on buildings and contents.

Mayor Gladis spoke about an abatement form from Clifford and Brenda Pratt. Their claim states that their property was assessed as renters and not home owners. They are requesting a refund of $326.07.

Motion by Lagerstrom, seconded by Kelm to approve the abatement form.

Mayor Gladis is requesting a reimbursement of propane. He explained that he used a 20lb and a 30lb tank of propane to thaw out curb stops at 202 E Main St. and at 107 W Main St.

Motion by Sunderland, seconded by Kelm to have the city fill the propane tanks.

Financial report by Byers included the expenditure budget comparison. She also noted that 2 petitions were turned in for city council. One turned in by Scott Gladis for mayor and one by Cody Sunderland for Ward 1.

Mayor Gladis spoke a little bit about wanting to surplus the city van. Chad Landmark explained that it is hard to see when backing up because there are no side windows, or rear windows. Landmark will be reaching out to dealers to find a vehicle that is more user friendly. It was also noted that Chad looks for a vehicle that would be useful for spraying in the summertime as well as possibly a sand/salt spreader in the winter.

Motion by Sunderland, seconded by Kelm to surplus the City van.

Motion by Sunderland, seconded by Kelm to move into executive session (*Pursuant to SDCL 1-25-(1,2,3,4 and/or 5) at 7:34 pm. Council came out of executive session at 8:24 pm.

Motion by Kelm, seconded Sunderland to adjourn. Meeting adjourned at 8:26 pm.
