February 1, 2021 Regular Meeting Minutes-
The White City Council held a regular meeting on Monday, February 1, 2021 at 7:00 pm at the McKnight Community Center. Mayor Scott Gladis called the meeting to order at 7:00 pm. Roll call was taken, council members present were; Cutler, Wilts, Kelm, Sunderland, Lagerstrom, and Cassels called in. Others present were Arlene Madsen from the White Community Club, Gracie Nelson from RFD News, and Charlotte Mickelson. All motions were unanimous unless otherwise noted.
Mayor Gladis began the meeting with the Pledge of Allegiance, followed by Roll Call.
Motion by Wilts, seconded by Sunderland to approve the agenda.
Motion by Sunderland, seconded by Lagerstrom to approve the January 22nd minutes as presented.

Financials from the Fire Department, Ambulance, White Community Club and Pioneer Days Committee were reviewed.
Public Comments: Charlotte Mickelson asked about the status of ordnance enforcement. Mayor Gladis mentioned the ordinance officer stopped in the office the previous week to meet the new Finance Officer, but no actions were discussed.
Motion by Sunderland, seconded by Wilts to hire Chad Landmark for City Maintenance Supervisor.
Motion by Lagerstrom, seconded by Kelm to hire Rachel Byers as the City Finance Officer.
Arlen Madsen from the White Community Club, presented an idea for the 2021 Christmas Festival of Trees. She mentioned having the event in the city park will allow area residence to drive by at any time, and not have to unlock and lock McKnight Hall. The school shop class may be able to make frames in appropriate shapes for organizations to buy and use. Power cords would need to be planned to ensure safe power is available. The concept was well received and more detailed planning can continue in late spring, or soon after fall school year starts.
Mayor Gladis opened sealed bids for the Farmall tractor/loader/grapple hook and the Komatsu maintainer/snow plow
Farmall: RDO Equipment $24,000
Komatsu: RDO Equipment $30,000 and Stuart Kessen $18,100
Motion by Lagerstrom, seconded by Kelm to approve both RDO Equipment bids, Farmall for $24,000, and Komatsu for $30,000
Mayor Gladis presented the purchase of the John Deere 524L wheel loader. $181,872.94 for the 524L with bucket and grapple, a 14 ft Henke Manufacturing model FVX14 snow plow, 84-month warranty (3-year bumper to bumper, and 84-month power train), and service plan. After the RDO sealed bid purchases above, the net cost is $127,872.94. Cost will be financed with first payment February 2022.
Motion by Lagerstrom, seconded by Cutler to approve the purchase.
Finance Officer report- Rachel is training with local towns by traveling to their office, or their employee driving to White.
Maintenance report – Chad Landmark began cleaning and organizing the shop. The air compressor does not work and needs to be replaced. Chad is working on his lagoon certification training. Gary Emmitt will help Chad remove Christmas lights using a telehandler with a safety basket. Mayor Gladis also thanked Sunderland and Kelm for helping remove snow on Jan 23/24.
