September 16, 2021 White City Council Special Meeting Minutes
The White City Council held a special meeting on Thursday, September 16, 2021 at 7:00 pm at the McKnight Community Center. Mayor Gladis called the meeting to order at 7:00 pm. Roll call was taken, council members present were: Cutler, Schwartz, Kelm, Sunderland, Lagerstrom and Cassels. No others were present. All motions were unanimous unless otherwise noted.
Mayor Gladis began the meeting with the Pledge of Allegiance, followed by roll call.
Motion by Cutler, seconded by Sunderland to approve the agenda
Motion by Sunderland, seconded by Cutler to approve the minutes from the September 7, 2021 meeting.
Motion by Kelm, seconded by Lagerstrom to approve the following claims:

The council had their second reading for the 2022 Appropriation Ordinance No. 161.
Budget will be published separately.
Mayor Gladis spoke with the council about the City/School Land Use Agreement. With some changes, the agreement was looked over and signed by both the School Board and the City.
Motion by Lagerstrom, seconded by Cutler to approve the City/School Land Use Agreement.
Mayor Gladis also spoke with the council about some updates on the fire hall. They are moving forward as fast as they could. Councilman Lagerstrom suggested that there be a committee put together for the architecture side to figure out what is needed for a new building.
Finance report by Byers included, she had been working with Banner and First District to get the project going with the Water/Sewer Project for 2022.
Motion by Kelm, seconded by Sunderland to move into executive session (*Pursuant to SDCL 1-25-(1,2,3,4 and/or 5) at 7:43 pm. Council came out of executive session at 8:38 pm.
Motion by Kelm, seconded by Lagerstrom to adjourn at 8:39 pm.
