1. Mail to the City Finance Office, PO Box 682, White, SD  57276-0682

2. Place in drop box located in the lobby of the First Bank of White.

3.  Place in envelope marked City of White Utilities and place in the night depository slot in the front entrance of the First Bank of White.

4.  Pay at the City Finance Office during regular office hours (Monday-Friday 8:00 am - 12:00 pm & 12:30 pm - 4:30 pm (closed 12:00-12:30 for lunch)

5. Stop in the City Finance Office and sign up for automatic withdrawal from your bank account.

Commercial: Water, Sewer, Electric (garbage is to be contracted directly with Brookings Dumpster Service at 605-691-9442.

The City of White requires a $200.00 deposit for hookup to City Utilities.  This is kept for two years upon faithful payment of utility bills and then credited back to your account at that time.  Any time your account becomes delinquent during the two year time frame, your two years of faithful payment status starts over.

Stop in the City Finance Office during regular business hours to fill out the appropriate paperwork to apply for hookup to Utilities or open the Utility Connect Form found below.

Grass clippings, garden items, leaves, etc. need to be placed in paper Brookings Landfill Bags.  These can be purchased from the Brookings Landfill, various Brookings Retail Businesses or at the City of White Finance Office.

Branches can be hauled to the City Rubble Site on the northwest corner of town.  The gate is locked, so please call 629-3661 to get the gate open.  The City Rubble Site is for non-treated wood products ONLY - so loads need to be inspected prior to dumping.

Spring and Fall Cleanup Days are provided for disposal of larger items such as furniture and appliances.

Notices are published for the exact dates set each year along with the regulations and prices for pickup of all items accepted on those dates.

The City of White contracts law enforcement through the Brookings County Sheriff's Department.  The Department provides 40 hours per month of service to the City of White.

The City of White has adopted a Comprehensive Plan, Zoning and Subdivision Ordinances.  Building permits are required and applications can be obtained from the City Finance Office during regular office hours or open the Building Permit Application below.

Please call South Dakota One Call at 1-800-781-7474 at least 48 hours before doing any digging.

Parking in Streets.  It shall be unlawful for the driver of or owner of any motor vehicle, trailer, or implement to park or leave standing any motor vehicle, trailer, or implement on any street, avenue or alley in the City of White, following any snowfall of two (2) inches or more, for a period of seventy-two (72) hours thereafter.  Any person violating shall be subject to a fine not to exceed $20.00 upon conviction thereof.  Fine to be paid at the White City Finance Office.

Duty to Remove.  It shall be the duty of the owner, tenant, or person in possession of any property abutting on any sidewalk to keep such sidewalk free from snow and to cause any accumulated snow to be removed within 24 hours after the termination of any snowfall, or snow accumulation.

When a holiday falls on a Saturday, the preceding Friday is observed or when a holiday falls on a Sunday, the following Monday is observed.

Regular City Council Meetings are held the first Monday of each month (unless otherwise voted on and approved by the City Council) at 7:00 p.m. in the McKnight Community Center, 300 W. Main St, White, SD.  All meetings are open to the public.  Agendas for each meeting are posted in the front window of the McKnight Community Center and on the website under Agenda & Minutes.

The City of White is divided into three voting wards.  All elections are held in the Legion Room of the McKnight Community Center, 300 W Main, White SD and all wards vote at this location.

WARD 1:  That portion of the City that lies south of the center line of East Second Street to the center line of East Fifth Street, and all that part of the City lying east of the center line of Hooker Avenue between the aforementioned boundaries.

WARD 2:  That portion of the City that lies north of the center line of West Main Street to Hooker Avenue and west of the center line of North Hooker Avenue to Second Street, and all that part of the City lying north of the center line of East Second Street.

WARD 3:  That portion of the City that lies south of the center line of West Main Street to Hooker Avenue, and that portion lying west of the center line of South Hooker Avenue to Fifth Street, and that portion lying south of the center line of East Fifth Street to the outer boundary's of the City.
